If you believe in the Sovereignty of God, then you believe in two very important things. First He is in control of all things and secondly, He is capable of all things. To that end could God bring about change in California, other states, or America as a whole. The answer is an absolute yes! What needs to be asked is does God have to? The answer is an absolute NO!
Our Job is to pray, pray and pray some more for the lost souls of this world, for the cities, states, and our Nation as a whole (Philippians 4:6-7). The Bible says God exhorts us to and welcomes our prayers and we have confidence through his word, to believe that he is listening.
